Alderman Road and two Palm Harbor street groups in proposed $5.4M county repaving contract
Pinellas County staff recommended a $5.4 million paving contract, on the commission's Oct. 13 agenda, covering Alderman Road from Alt. U.S. 19 to Regal Oaks Boulevard and two Palm Harbor local street groups. The county's meeting page lists results as not yet available.

Alderman Road between Alt. U.S. 19 and Regal Oaks Boulevard is one of three Palm Harbor resurfacing projects in a proposed $5,400,093.72 paving contract. Pinellas County staff recommended that the County Commission award it to Preferred Materials, Inc., and the item was on the commission's Oct. 13 meeting agenda.
Staff recommended the award. As of Wednesday morning, the county's meeting page says the Oct. 13 minutes have not been finalized and that actions taken and their results are not available.
What's in the package
Besides Alderman Road, the Palm Harbor work covers two neighborhood street groups the county labels Local Group 137 and Local Group 214. The package's other two projects are local street groups in Seminole and Clearwater.
The job includes milling and resurfacing, pavement markings, detector loops and the traffic control devices needed to complete the projects.
According to the staff report, the roads were picked mainly because of low Pavement Condition Index scores, the measure the county uses to build its annual pavement preservation program.
Timeline and cost
The contract, No. 26-0364-ITB-C, calls for all work to be finished within 210 consecutive calendar days. Staff described it as a design-bid-build contract for specific projects with a much shorter duration than the multi-year work order contracts the county has regularly used for paving.
The county advertised the bid July 10 and opened bids Aug. 18. Four companies bid, and Preferred Materials came in lowest, 20.12% below the engineer's estimate. The contract carries a 7% Small Business Enterprise commitment.
The money is budgeted in the county's Capital Improvement Plan under two separate programs: a Road Resurfacing and Rehabilitation project funded by the Penny for Pinellas sales tax, and a Capital Resurfacing Program funded by the transportation millage. The county keeps the right to end the agreement if future-year funding is not available.
Finding your street on the map
Residents who want to know whether their street falls in Local Group 137 or 214 can look up agenda item 26-1472A on the county's Legistar site, where a location map for the Package 4 contract is attached.
